Papageniopolis Station is a small town in space, the property of the Papageniopoulos family, and a tiny independent state. The station was built out of junk, not only the flattened wrecks of hull metal molded and welded into shape, but built on the proceeds of scavenging a rich and populous system. A small fleet of tugs and ships roam the system, gleaning the wreckage of others' misfortune. At the station, they slap the bits and scraps together until they've fashioned a new - well maybe not new - spaceship, selling it far cheaper than anyone else can afford to. It's ugly, yes, and every product is one-of-a-kind, but they're solidly built, and they work, and they're - well - cheap.
